RUSSIA TO VOTE AGAINST ULTIMATUM-LIKE AND UNREALIZABLE
RESOLUTION

MOSCOW, March 10. /RIA Novosti corr. Christina
Rodriguez/. - Russia will vote against a resolution
that would impose on Iraq "ultimatum-like and
unrealizable conditions," Russian Foreign Minister
Igor Ivanov said Monday after the ceremony of being
granted the degree of an honorary doctor of Moscow
State Linguistic University.

He stressed that Russia spoke for the political way of
settling the situation around Iraq. In Russia's
opinion, an additional UN Security Council resolution
is not needed for that, Ivanov said. The minister
emphasized that a forceful settlement of the situation
would "turn out into a massacre." This would lead to
victims not only among Iraqi civilians, but also among
the population of the country's neighboring regions.
Besides, a military action is fraught with "economic,
political and other consequences." That's why "we
speak for the political settlement of the situation in
Iraq," Ivanov said.

The minister added that only international inspectors
were able to give an answer to the question whether
Iraq possessed weapons of mass destruction and means
of their delivery. He reminded the audience that their
work must proceed on the basis of the unanimously
adopted Security Council resolution 1441.

The day before yesterday, Igor Ivanov pointed out, the
IAEA and UNMOVIC heads, speaking at a regular SC
meeting, said they would be "able to answer the
question" if Iraq had WMD.

UNMOVIC head Hans Blix added that it would take the
inspectors another few months. The minister said in
conclusion that now there had appeared an opportunity
to release tension as regards the situation around
Iraq.

RUSSIAN FOREIGN MINISTER: THE ATTEMPT TO IMPOSE A
REGIME ON IRAQ IS A DANGEROUS EXPERIMENT

-[I]t is unacceptable to speak about export of
democracy - and no one knows of what model it could be
- to countries with ages-old culture. "Such
experiments are doomed to failure," the minister
stressed. "Unfortunately peoples suffer from this."

MOSCOW, March 10. /RIA Novosti correspondent Christina
Rodriguez/. - Russia's Foreign Minister states that a
possibility to change the political regime in Iraq
"unfortunately is actively discussed" in definite
political quarters of Washington." Igor Ivanov said
this Monday answering questions at Moscow State
Linguistic University.

According to him, much is said in Britain and the U.S.
today about democratizing the Arab world. He recalled
in this context that "export of revolution" was
practised in the Soviet Union and pointed out that at
the present stage it is unacceptable to speak about
export of democracy - and no one knows of what model
it could be - to countries with ages-old culture.
"Such experiments are doomed to failure," the minister
stressed. "Unfortunately peoples suffer from this," he
added.

In this connection the main thing for Russia is to
defend international law and generally recognized
values, and "not to try to impose a regime of any
kind," Ivanov said. The minister noted that "there is
no single model according to which nations should
develop." An attempt to impose a regime "is simply a
dangerous experiment," he said.

MOSCOW NOTES WASHINGTON'S CLAIM TO "UNILATERAL
LEADERSHIP" FACES COUNTERACTION OF MANY STATES

MOSCOW, March 10. /RIA Novosti corr./ - Moscow notes
that "even provided the US' rather noticeable
dominance in the world economy, Washington's claim to
the unilateral leadership in the sphere of security
faces a disguised or direct counteraction on the part
of a major group of countries." Russian Foreign
Minister Igor Ivanov voiced this opinion when he
addressed a meeting of the Academic Council of Moscow
State Linguistic University.

Ivanov is convinced that it's impossible to build the
whole system of international security according to a
"one-polar scheme." Besides, the minister continued,
the stake on a unilateral approach, in conditions of
absence of the former bloc confrontation system, faced
"the lack of former bloc discipline based on the fear
of becoming a nuclear attack victim." That's why, in
Ivanov's opinion, "more and more states speak out
their mind on the world arena," openly defending their
opinion.

When one-polar approach advocates collide with a "wide
front" of states unready to build their national
priorities in accordance with "narrow templates
imposed from outside," Moscow is sure that the course
for the formation of a multipolar democratic world
order will start dominating in the international
relations despite a tough resistance of certain
circles in Washington.

The minister added that "in general, such a course
meets the interests of the US itself, who, as the
September 11 2001 events showed, is unable to
unilaterally counter the modern threats and
challenges."
