AFP. 10 March 2003. US government solicits bids to rebuild post-war Iraq. [Ed: This has got to be the most cynical news story I have ever laid eyes on! Jesus fuckin' christ!] WASHINGTON -- President George W. Bush's administration has asked a small group of US companies to bid on a contract to rebuild a post-war Iraq, an official said Monday. The US Agency for International Development (USAID) had sent out the detailed request for bid proposals, USAID spokeswoman Ellen Yount said, confirming a Wall Street Journal report. "As part of our contingency planning for Iraq, USAID solicited proposals for various goods and services including the seaports and airports projects, schools, education and health services," she said. "Because of the urgent nature or the unique nature of the work, USAID will undertake a limited selection process that expedites the review and selection of contractors for these projects." Yount declined to confirm other details of the Wall Street Journal report, which said the contract could be worth up to 900 million dollars. Five companies were asked to bid: Houston-based Halliburton Co.'s Kellogg Brown and Root; Bechtel Group of San Francisco; Fluor of Aliso Viejo, California; Louis Berger Group of East Orange, New Jersey; and Parsons Corp. of Pasadena, California, the paper said. The contract formed part of a 13-page "Vision for Post-Conflict Iraq" document, which had been circulated to the five companies and to a limited group in Washington. Rebuilding of Iraqi infrastructure would start immediately a war ends, the Wall Street Journal said. The plan would restore water, roads, ports, hospitals and schools. Planners expected to finish the rebuilding in 18 months. The government had asked only a small number of US, security-cleared companies to bid under a special legal provision for "urgent circumstances," the paper said. Other companies may be able to work as subcontractors. The total cost of rebuilding would be much larger than the "mother contract," it said. USAID was also seeking contractors for five other contracts: to administer Iraq's ports; airports; hospitals and clinics; schools; and to transport and store water, generators and other critical supplies, the paper said. USAID said it could ensure the essential basic health care needs of the Iraqi people [or at least the ones still alive!!] are met. A contract to rebuild the oil industry would be dealt with separately [!!], the paper said. . . . . . . . . . . . . . . . . . . . . . . .
