Says Ex-Police Chief Involved in PM Killing.

BELGRADE -- The Serbian government on Wednesday named a former head of
a battle-hardened police unit as one of the leaders of a criminal gang
it accused of being behind the assassination of Prime Minister Zoran
Djindjic.

The government said Milorad Lukovic, also known as Legija, was one of
around 20 named leaders of a group it called the Zemun clan, named
after a Belgrade municipality.

"The assassination of Serbian Prime Minister Zoran Djindjic represents
an attempt by this group to stop the fight against organized crime that
just started and for them to avoid their own arrest," the government
said in a statement.

Djindjic, who played a key role in the downfall of former Yugoslav
leader Slobodan Milosevic, was shot dead Wednesday in an attack in
Belgrade, independent radio reported.

Acting Serbian President Natasa Micic, citing "a danger for
constitutional order," imposed a nationwide state of emergency, giving
the military the same powers as police to detain suspects and
investigate.

After Wednesday's shooting, the Cabinet held an emergency session,
declaring three days of mourning.
