He said despite some recent progress on cooperation by Iraq, it continued to fail to offer a full, accurate and complete declaration of its holdings, and engage in voluntary, unconditional and active cooperation with UNMOVIC and the IAEA. “Iraq had already been found to be in material breach of 16 previous resolutions over 12 years.
