There is no any side effects except binder.c file. It
introduces new function only. I wrote ns_snmp module which
we use for our NMS system and i needed UDP and ICMP sockets.
This module under GPL and it is stable, so it may used in
aolserver distrib.
I upload the most recent patch for 3.3ad13.

Any side effects to any of the communications drivers?  Do
we have to change anything like nsunix/nsvhr that might use
unix domain sockets or udp?  What uses udp, by the way?
