Looks like a network problem, rather than an AOLServer problem. I guess from the last line that you are using a squid proxy server. Perhaps you need to exclude this machine in the proxy settings? Note that proxy exclusions are often done based on the domain - which may be why it doesn't work already in this case, where you only have an IP address. If you actually need the proxy, you should check why the proxy machine (where squid is running) cannot reach the webserver.
