The fact that navigator can load them directly from disk is irrelevant and has nothing to do with the issue; it is almost certainly a misconfiguration of Apache. Please check the docs for the syntax of AddType; commas are not treated as extension seperators. Please give the URL of a page on your server that doesn't work for you; it is almost certain that your MIME types aren't configured correctly so the proper MIME type isn't being returned.
