RFC 1945 does define what that means in sections 3.1 and 5. Regardless, any HTTP/1.0 response is in fact a syntactically valid and complete HTTP/0.9 response -- raw data. Please do not continue this discussion here. It is pointless to argue about the theoretical implications of language structuring in an English specification that will never be changed again.
