Erm... yes, by definition, if you have a large number of
connections arriving from the same IP then this patch will
drop them.  That is the whole point.  If you are in a situation
where having a large number of connections from the same IP
is legitimate, then don't use it.  That is why Apache doesn't
do it by default.
