Specification in access.conf for any directory (e.g. for document root '/')
in directive <Directory ....> .... </Directory> does not work.
With configuration:
<Directory />
Order Allow,Deny
Deny from All
</Directory>
is files accessible for all.
With configuration in .htaccess file is all functionality properly.
I have same problem with <Files> directive.
