I figured out my issue.  It's permissions related.  I took care of
that.  Now when I go to rlh.mywebsite.com, the page says:

http://www.ape-project.org/ - Server 1.00 (Build Dec 10 2009 20:27:32)

How do I know if it upgraded successfully?
