In that case I wondered, why didn’t the states simply raise the cigarette tax instead of going thru the motions of a court trial to effectively accomplish same? The answer is, I should have realized, the *legal fees*. That’s the biggest difference between the Tobacco Settlements” and a traditional tax increase. Lawyer fees in the billions were then used to support mostly democRAT candidates or GOP 2nd tier candidates to siphon off GOP supporters. (E.g.
