Dear Mr. Paul Wilson, It comes to our attention that The Number Resource Organization (NRO) issued a letter on 12th July 2022 to the Minister of Foreign Affairs, Regional Integration and International Trade, the Honourable Alan GANOO and the Attorney General, the Honourable Maneesh GOBIN, of the Republic of Mauritius. As the member of APNIC, we are stunned and extremely disappointed to see your signatory to the said letter that is full of untrue and unfounded accusations for the purpose of supporting AFRINIC without any just reason. This letter deliberately ignores the facts and what has factually happened. Being a member of a Regional Internet Registry (RIR), we are highly worried about your support to AFRINIC, who has ignored the bottom up approach of RIRs and abused its power (not abiding its bylaws) in bad faith trying to bring down its members. It has breached the court order as well as the undertaking given by its CEO, Eddy Kayihura, in front of the court, to try to revoke the member's membership and number resources. We are shocked to see that you openly named a single AFRINC member and an associated person in the letter and attacked them with lies and factual errors. Further in the letter, you attempted to attack the sovereignty of Mauritius and influence the independence of its justice system by threatening with untrue claims the potential impact of Internet service but also the relocation of AFRINIC from Mauritius to other places. This is completely unacceptable if not unlawful for any organization, not to say an RIR, to have done that. RIRs are bottom up organizations that serve the community and the world around the public number resources. They shall operate within the scope of their bylaws. We now therefore request you to honor your duty by serving the RIR members in accordance with the bylaws and stop AFRINIC from deliberately attacking its members at their own will.
