Hi Anurag, 

The country value in the APNIC stats file and inetnum records maintained by 
APNIC contains the two letter ISO 3166 code of the country/economy where that 
Member organization is legally registered. In the event the Member is using 
their prefix in a country that is different from where they are legally 
registered, we allow them to update the country value in the inetnum records 
for IP geolocation purpose.

This particular account has two challenges - firstly it was created in 2002 and 
secondly it was from a Member that was out of region, and we did not fully 
understand the implications of allowing the account holder to select which 
economy they intended to operate in (instead of the economy where the entity is 
registered) at that time. Our procedures have evolved substantially since then, 
which means these delegations show up as an error. Bringing this to our 
attention has been very useful and prompted us to scrutinize other accounts 
with similar attributes. We will proceed to correct this record, along with the 
other records we have found. In the instance you raised, as PCH are legally 
registered in the United States, the country record should be US, which we will 
resolve shortly.

I wonder why delegation file says it's allocated to IN (India) while whois 
record shows Nepal?
