Hello Dilip,
Hopefully I can address some of your concerns, as a full fee-paying (and
voting) member of the community who was in attendance at APRICOT 2025, and who
has a very good understanding of the process. All of these below are my own
observations and views, and don't represent any individual organisation or body
In recent years, the EC positions have been held by a limited number of
candidates, some of whom have served for over 10 years.
A decent number of people have run for seats on the Executive Council. Maz,
Anlei, Roopinder and Kenny have served for as long as they have because (in my
view) the community has the utmost respect for them, faith that they will
continue to act in the best interests of all members of the community and do so
diligently.
This has led to a somewhat homogeneous mindset within the organization.
I'm not sure how you have formed this opinion. Given that EC members are
elected by the community I don't know how this leads to a "somewhat homogenous
mindset within the organisation".
it appears that winning candidates tend to receive votes within a similar
range, while newcomers often have significantly lower vote counts
This is typically the case with members who have served as long as they have
and have the support of a large member base behind them, and newer candidates
may not have the same level of community exposure or involvement as current EC
members.
I hope the EC election process can expand beyond a small circle and allow for
more new candidates to be elected
The election process does not govern who is up for election; rather it governs
the process for community members to be nominated for election, the conduct of
the candidates, their eligibility for election as well as the election itself.
Community members are the ones who nominate members to be elected.
contributing their expertise to the community instead of creating a monopoly
akin to a hereditary system.
The current EC members contribute their combined decades of experience for the
betterment of not just the community, but for the Internet as a whole. They do
not hold their seats to create a monopoly.
Could you please clarify the relationship between the EC and NRS?
There is absolutely no relationship between APNIC's Executive Council and the
Number Resource Society. Each candidate is appropriately vetted by independent
and trusted members of the community prior to their election. Under section 35A
of APNIC's By-laws, it states that only one member of a corporate group may be
eligible for election, and I believe it's a pretty safe bet that none of the
candidates asked to be endorsed.
Is there any control or influence from NRS over the EC?
I also think it's safe to say that the Number Resource Society has no influence
or control over the Executive Council. With the EC members being elected by the
community, the reputation they have in the community, not to mention the fact
that the EC is heavily scrutinised I've got a better chance of being delegated
a /8 IPv4 allocation than we have of the current EC members being controlled or
influenced by the NRS...
It would be greatly appreciated if the APNIC EC or Electoral Committee could
address my concerns.
Although I am not a member of the EC or Electoral Committee (although I do one
day aspire to serve the community as a member of the EC), I hope I've been able
to answer your questions. Do feel free to reach out if you have any further
questions.
Regards,Christopher Hawker
