Noted that number portability is an IP address management policy requiring 
consensus via the RIR Policy Development Process. However, portability is 
critical enough to warrant inclusion in the ICP-2 update now. The current 
system for moving IP addresses between RIRs is a hassle, companies have to jump 
through hoops, like setting up shell entities, just to meet regional rules. 
That’s not real portability, it’s a clunky workaround. The proposed idea of 
letting resource holders pick any RIR, like RIPE NCC or ARIN, based on better 
service or cost, without reshaping their business, makes way more sense. Adding 
Number Portability to ICP-2 fits with the push for fairness and openness in 
Internet governance. It’d force RIRs to step up their game through competition, 
cut out pointless paperwork, and make IP address management smoother and more 
global. It’s about treating IP addresses like the borderless resources they 
should be.
