ICP-2 Review Webinar for NIRs: Discussion summary

On Tuesday, 20 May 2025, representatives of the National Internet
Registries (NIRs) in the APNIC region joined the ICP-2 Review Webinar
for NIRs to discuss the draft ‘RIR Governance Document’:

This draft is intended to update ICP-2, the foundational document
outlining criteria for recognizing Regional Internet Registries (RIRs).

Below is a summary of some of the questions and feedback raised during
the discussion. Please note that the APNIC Secretariat has prepared this
high-level summary for the benefit of those unable to attend. All
feedback received via the webinars and ICP-2 Review mailing list will be
separately considered by the NRO NC
Summary of questions and feedback

Overall, there was support for the RIR Governance Document, with the NRO
NC representatives encouraging the NIRs to continue raising awareness of
the ICP-2 Review with their own members and communities as this document
will shape the Internet landscape.
A comment was raised suggesting the inclusion of criteria for
establishing a training academy to educate Members on new technologies.
In response, the NRO NC representatives noted that capacity development
is already a core function of the RIRs and is addressed within their
individual service offerings. Furthermore, there could be reliance on
community experts to support some of the training efforts.
There was also a question about the impact to NIRs if an RIR faces
derecognition. The NRO NC representatives commented that the RIR
Governance Document does not apply to ‘Sub-Regional Registries’, which
includes NIRs, but that recognizing NIRs is significant.
The NRO NC representatives emphasized that preserving the
self-governance of the Internet number registry system is essential.
