I have had a similar experience and in all sincerity, you will hear many
suggestions but non will work.

Signing to mitigation solutions is very costly., like arbor and others.
Your upstream might inform you that this is your responsibility, and you
will feel left alone in this mess.

Depending on your network, you have the option to NAT your clients. If
there is an IX you are connected to your IP will remain public through
their peer within the country

It is very important to identify the type of attack you have and the study
the capabilities of your gear.

Forget about all suggestions to create filters if the attack is on your ASN.

It is important to Inform your-regulator, the authorities and Cert teams of
your country.
