Add ability to recognize action attribute in wsdl for custom operations

We should see if it is possible to look for a wsdl action attribute on the
custom operations and if found add a mapping for the attribute in the same way
we do it for MetadataExchange.
This will give the implementor the ability to restrict how people invoke their
methods based on the Action header.
