The XmlBeansAdvertisementTopicImpl object in the creationOccurred method checks
if the EPR in event is instanceof EndpointReferenceType in
org.xmlsoap.schemas.ws.x2004.x08.addressing namespace. If the EPR is created
using schemas.xmlsoap.org/ws/2003/03/addressing the notification is not created.
