I'm not an expert on this, (and it's been a long time anyway) but one 
thing to check is your slot setup.  First, remove any cards you have in 
the system, and check in your control panel to be sure that everything is 
set to the default. 
The IIGS does weird things with slots, like, if there is something in Slot 
2 (like a memory card?), it will assume it is a drive and assign it as a 
slot 5 device.  Which means it won't find your 2nd drive in slot 5. 

One way to check if this is the case is to use ProSEL or Copy II Plus to 
read some disks, and see what they list for your slot assignments. 

Also, are they Apple-branded 3.5 and 5.25 drives you're trying to plug in? 
 I'm not sure that would make a difference, but who knows?
