In ProDOS:

>> In the root directory there can only be 51 files. <<
13 files / block * 4 blocks / ProDOS volume - 1 file for the volume name
= 51 names / volume

>> Subdirectories can have any number of files. <<
There are 2 bytes (16 bites) for the File Count (num of files) in a
subdirectory, giving you 2 ^ 16 = 65536 files / subdirectory. Of course
this is misleading because any number of these could subdirectories could
be sub-subdirectories, sub-sub-subdirectories, etc., which in the end
gives you an infinite number of files.

>> According to my Copy 2 plus manual, it has a limitation of 255 files
per directory. <<
Yes, according to the Copy ][+ manual, they limited C2P to accessing 255
files / directory at a time. These files are all that you will be shown
on the screen, even if you have more files in the subdirectory. They
then go on to mention:
1) that they selected 255 because of memory and program speed
2) that 80 to 100 is the practical number of files / subdirectory to use
