Well, I still can't get it to even dial on my machine.
Here's the command line I've been trying. (/P: and /U: removed)
lsppp.exe /d:3306298686 /n:1 /B:57600 /N:204.179.144.2,204.179.144.150 /P:***** 
/U:**** /V:60
