Of course the error messages would have to be from bad base64 encoding.
Whether the JPG is a good one or a bad one is a matter to be decided by
one's subjective judgement, and not from any computer logic. I also know
about MPACK and MUMPACK, and how they work. I too have used these programs.

There are copyright problems with GIFs. I haven't heard of any copyright
problems with JPGs. Maybe what you really intended to speak of were the
copyright problems with GIFs. If the web hosting service is using legally
licensed software to convert the JPGs to GIFs, then I suppose that's legal,
AFAIK. The legal status of GIF copyright is an issue that is too confusing
for me to understand. Many people including myself have recently posted
a lot of remarks on this subject. When it comes to this subject many of us
don't know what we are talking about, including yours truly.
