Any government having an economic system based primarily on the
capitalistic free-enterprise philosophy ought to mandate that all
government-operated websites designed for public access should be
made to conform to the "any browser" standard.
The survival of any free-enterprise economic system depends upon
free and open competition. Safeguards should be legislated into
