It is a serious thing to disagree with L.D, but I'm going to risk it:

While it is indisputable that one should restrain one's quoting of
a previous message to a reasonable minimum, I disagree about where the quote
should be.  I say it should be *above* the reply because one logically
wants to see the the antecedent to the comment one is making before the
comment itself.  Put another way, the reply only makes sense once one
knows what is being replied to; ergo, the quote should come first
(just like I've done here).
