Without going into detail on the architectural issues around
filesystems not delivered by ON, let me at least shed a bit of light
on this part.

You can read about the C-team and other aspects of the development

Put simply, the C-team is the entity that manages a consolidation; in
this case, ON.  Put crudely, they decide whether a particular project
gets to integrate into their consolidation.

James's discussion about the openness of the review process itself
seems sufficiently straightforward on its own.  As for ensuring the
availability of the artifacts of that process, the suggestion on the
table is that the ON C-team (which is currently operating opaquely, a
separate but very serious problem the OGB will need to address) could
alleviate much but not all of your concern over closed cases by
imposing an open-case integration requirement.  The C-teams, or more
broadly the Consolidations' Community Groups, are the correct avenue
for such a proposal.  I would encourage any leaders of the ON
Community Group who may receive this message to consider creating a
mailing list or other mechanism by which such a proposal could be
offered with respect to their consolidation.
