Looking at the source code, I think the first number should be in the range 0 to 3 inclusive to specify the size of the image files HardImage0 to HardImage3. The web page user guide is incorrect in giving an example using 1 and 2 and saying they're the only possible values AFAICS. I'll try and get it corrected. So the problem may be you have HardImage0 but your arcemrc file is saying `1' instead of `0'. The error handling should be improved to tell you this.
