What I think that the KDE developers intend is to access any plasmoid related configuration on the panel by using that plasmoid icon at far right. You should first unlock, then click on the plasmoid icon, and then be free to rightclick on the taskbar plasmoid. It's certainly inconvenient if you are a advanced user, but makes those details get off the way of new users...

You are just not a lucky one. Using a different theme can offer you a bigger
vertical line...

The other solution is to unlock widget, open the panel setting, and select
the task_manager setting.

For the solution of putting a link to the task manager setting into the
panel setting doesn't make sense to me. Some people will use daisy as task manager, or no task manager at all on one panel (my case). These people will
get some confusing option in the panel.
But why the hell there is a "move" and a "resize" option when I right-click
in the task manager, but no "task manager setting" unlike with every
plasmoid which provide desktop setting ?
