As far as I've understand the main problem, it's about mirror which are not up-to-date. So could it be possible to make a dummy package of the day ?
Every morning, the main server will produce a dummy package containing the today's timestamp. So if the dummy package is 3 days old, this means that the master mirror is down, or that the mirror haven't synced since 3 days.
