Actually, it's because print.css [1] does only one thing: hides the permalink. I'm puzzled as to what does the "it is working at the moment" in the bug report mean... Alternatively, the stylesheet could be configured at [2], but only admins can edit the MediaWiki namespace. There seems to be a draft [3], but it is placed in the wrong namespace.
