I finally see what happened. The file
"/usr/share/dbus-1/services/org.kde.plasma.Notifications.service",
provided by package plasma-workspace is new, and is conflicting with
file org.xfce.xfce4-notifyd.Notifications.service. When I move it out
of the way, xfce4-notifyd launches properly:
