I checked the following command across several bash versions:

[[ 38.0.0.0/8 =~ ^([^.]{1,3})[.]([^.]{1,3})[.]([^.]{1,3})[.]([^.]{1,3})$
]]; echo $? ${BASH_REMATCH[@]}

archlinux bash 5.2.037-5: 0 38.0.0.0/8 38 0 0 0/8

fedora bash-5.2.37-1.fc42.x86_64: 0 38.0.0.0/8 38 0 0 0/8
debian bash 5.2.15-2+b7: 0 38.0.0.0/8 38 0 0 0/8

I don't know what happened, but it doesn't look like regex matching changed
behavior.
