/var/lib/spamassassin is now supposed to be owned by spamd, so that
requires manual intervention. [2]

Thank you Jelle,
I ended up just doing a chown -R spamd: /var/lib/spamassassin and
then ran through the sa-update and sa-compile manually and there were no
ill side-effects.
I also got caught by my firewall blocking one of the cloud-based
mirrors selected for US updates. I dropped a note on the wiki
Talk:SpamAssassin page about it. [1] Not really uncommon today as
assets move around, but worth a note.
