Hi

The package should be in you load-path. Just put 
(require 'tex-site)
in your .emacs file and AucTeX should be autoloaded.

BTW: The sumo-version is a little bit outdated. You 
can download a more recent version from 
http://www.gnu.org/software/auctex/
