Well, for one, games isn't one of the default groups.

Two, usually things are put into /opt because they're one unit, not because
they *can* be put in there.  Commercial games would probably fit in that
category (assuming we could package them...).

Three, just because it's listed as optional in the FHS doesn't mean it
has to be there.  That's why it's optional.

Four, why do we need a games directory?  Just because things would be
nicer?  Personally, I think things are nicer without a games directory.  In
fact, I made a push to get rid of the games directories in packages
specifically because it's not in our package guidelines and they're just
like any other program.  Just about all of them fit/install very nicely
into the /usr/bin layout, because that's what they were designed, by the
developers, to be installed in.  More often than not you'd be changing
things more to fit the /usr/games layout than vice versa.
