Just an update.

It seems you were correct here.  I changed all to en_US.UTF-8 except
for LC_CTYPE, which is now set to zh_CN.UTF-8.  Then I added
zh_CN.UTF-8 to the SCIM encodings list in the configuration, and lo
and behold: it now works.  I can also finally use Chinese characters
in almost all programs, including filenames in Konqueror.
