I haven't noticed any noticeable decrease in the speed of pacman since the upgrade. As a side note, I'm quite impressed with pacman overall. I moved from Debian after many years to FC5 and, to me, yum leaves a lot to be desired. Pacman is like a breath of fresh air, and one of the deciding factors to settle on Arch as my new distro of choice.
