It guesses :-P (mount guesses which filesystem is used too).

Keeping in mind that you can mount your usb stick or hd with
mount /dev/sdc1 /mnt/usb
then it something in HAL.
HAL keeps its default rules in /usr/share/hal/fdi/policy/
and custom rules in /etc/hal/fdi/policy/
Check the latter path if there are some files that could override defaults.
