I have no reason to not post it publicly.
I just thought there could be very few people interested in it.
I've already published it on berlios repository used for Arch's i18n initiative leaded by Matthias-Christian Ott on 2005.
I'll subscribe to Arch's pacman-dev mailing list and post it there, as suggested by Dan.
