Can you try the following command? I only changed the ip address. 

/ArchesDir/ENV/bin/python /ArchesDir/arches/manage.py runserver 0.0.0.0:8000 
<http://127.0.0.1:8000/>

 <http://127.0.0.1:8000/>


I <http://127.0.0.1:8000/>f that doesnt help, see if the postgres server is 
running:


ps -ef | grep postgres


You can also check if it's an Arches issue by connecting to your database 
though a database manager, e.g. pgAdmin.
