I did manage to install BUT:

 - There were messages (I think from elasticsearch) that something internal 
(I think 'fcntl') did not work properly.
    It was a warning so I continued to work under WSL.
 - A few days later, the LXSS Windows service, which supports or runs the 
WSL, got stuck. This is also
   something that happened to people across the web but never to me.
 - In the attempt to fix - the whole Windows crashed and I had to restore 
the installation.

 So, I don't know if the WSL/Windows crashes are a coincidence or related 
to the elasticsearch or other
 infrastructure that is required by Arches.

 To be safe, I installed arches on windows.
