I think it depends on how we define it. But according to how the market has
defined it, I think the answer to your question is No.

My take on this is that there is a difference between an "API" and an "API
Product". The API is the technical definition whereas the API Product is
the business interface of it. App Developers should only be able to
subscribe to API Products. This is because it would be confusing to
subscribe to both APIs and API products from a user point of view and it
would introduce a lot of challenges on code as well.
