Blocking condition values will include the tenant domain for API context
blocking(/t/${tenantDomain}/${context}) and tenant qualified username for
Application blocking (${userName}:${applicationName}). Especially if email
username based tenant users are there, value can grow more.
Hence suggesting a higher value.
