Thank you so much Kevin!  The EAD I was looking at was generated from 1.2.1 
which did not have that option.  I am so glad that was added in 1.5.1.

Hello,

There’s a flag in the EAD export to turn numbered <c> tags on; is that checked 
when you run the export? I think ArchivesSpace defaults to ‘false’ for that 
option.

If you’re exporting through the API you can turn it on by appending 
‘numbered_cs=true’ to the end of the URL in the GET request.  -k

I’m exporting EAD to be added to a statewide consortial site for finding aids.  
All of the child records export as <c> tags in the EAD instead of hierarchical 
tags (c01, c02) regardless of how they are nested or the level of description 
they are marked as.

Is there any plan to change this?
