Hi Jim, The short answer is no.
The longer answer is that the only reason this is the case is that "DACS does not provide rules for the construction and maintenance of subject authorities <https://saa-ts-dacs.github.io/dacs/08_part_II/01_introduction_to_archival_authority_records.html>." If it did, TS-DACS would have made the rights statement a requirement for subject authorities when it was introduced.
