ARIN acknowledges receipt of the policy proposal that can be found below.

The ARIN Advisory Council (AC) will review the proposal at their next
regularly scheduled meeting (if the period before the next regularly
scheduled meeting is less than 10 days, then the period may be extended
to the subsequent regularly scheduled meeting). The AC will decide how
to utilize the proposal and announce the decision to the PPML.

The AC invites everyone to comment on the proposal on the PPML,
particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their deliberations.

ARIN participants intended and ARIN shall understand the sentence

"Each RIR through their respective chosen policies and strategies may

recover IPv4 address space which is under their administration and

designate any such space for return to the IANA." in draft policy

2009-3 to mean two distinct and independent actions: may recover and

may (separately) designate for return to IANA. ARIN shall complete the

second action (designate) only as directed to do so by other

ARIN-local policy.



   8. Rationale:



The author's recollection of the debate surrounding proposal 2009-3

was that it diverged from the outregion proposal that was it's genesis

because ARIN public policy participants wished to enable a global

policy for returning address space to IANA but wished to retain local

control of what addresses were returned. Staff comments on proposal

131 suggest that they interpret the language differently than the

community which consented to it -- that upon ratification, ARNI is

required to return recovered legacy addresses to IANA. This proposal

attempts to clarify the intent behind the community's language for

draft policy 2009-3.
