Right concept. Could use better words. Maybe merge "Routing

routing," with the previous paragraph and add the then say:

no way guarantees that those addresses will be routed by any
particular Internet service provider.

How about;

The principle of routability guarantees that Internet number resources are managed in such a manner that they may be routed on the Internet in a scalable manner.

Routability is maintained by ensuring that growth from unique non-aggregatable allocations or assignments does not exceed the growth in the capabilities of currently available technologies, over time and at particular point in time.

Routability is concerned with the Internet as a whole, and provides no guarantee any individual allocation or assignment is entitled to or will be routed on the Internet.
