The only way forward for the allocation of 240/4 from an RIR policy perspective I could think of was a global policy requesting IANA and the IETF to allocate 240/4. Further, if I wasn't clear, I'm very dubious that there is a consensus for that across the 5 RIRs need for such a global policy. Thanks.
