If such policy comes to pass, it will be challenged. ARIN has no business 
forcing me to spend time to configure IPv6 in order for me to administer IPv4 
resources.
Are you going to challenge ARIN in the court because you don't like the policy and the well established policy making process that you signed a contract agreeing with ? I don't understand why you keep the saying ARIN is "forcing" you to something. This proposal will not force anyone to deploy IPv6, just add an extra condition for those willing to receive more IPv4, therefore it is optional.

This proposal is flawed. Forcing people to register IPv6 prefixes so the IPv6 
deployment figures look better. It's a lie.
It's a lie to make some numbers look good.
